[WCG] IMMINENT DOWNTIME: Full Migration of WCG to Nibi cloud as Graham cloud is decomissioned August 31st, 2025

We expect between 3:00-5:00 p.m. on August 31st, 2025 that all WCG endpoints will be down as we switch over to Nibi cloud. In preparation, we will systematically shut down prod leading up to cutover.
